The Department of Behavioral Health and Developmental Services was formerly known as the Department of Mental Health, Mental Retardation and Substance Abuse Services. The department serves children and adults with mental illnesses, emotional disturbances, intellectual disabilities and substance abuse disorders. It operates various behavioral health facilities and training centers that include Catawba Hospital and Northern Virginia Mental Health Institute. The department is responsible for planning, developing, directing, funding and monitoring the delivery of substance abuse solutions throughout Virginia. It operates a social services department that administers a child care assistance program. The Department of Behavioral Health and Developmental Services is a part of the Commonwealth of Virginia.
