The Central Shenandoah Planning District Commission (CSPDC) is a regional organization that serves the local governments of Augusta, Bath, Highland, Rockbridge, and Rockingham counties, as well as the cities of Buena Vista, Harrisonburg, Lexington, Staunton, and Waynesboro.
