Operational since 1993, the Texas Commission on Environmental Quality, formerly known as the Texas Natural Resource Conservation Commission, specializes in the protection of human and natural resources. It offers meteorological modeling, aircraft-based monitoring, pollution prevention planning, and emissions banking and trading services. The organization is responsible for the security of dams, refineries, fuel terminals and wastewater treatment plants. It employs a work force of more than 2,500 people. The Texas Commission on Environmental Quality administers the Small Business and Local Government Assistance (SBLGA) program. It provides computer-based testing for occupational licenses. The organization also offers permits for on-site sewage facilities and petroleum storage tanks.
