The Hispanic Officer of the Year Committee (HOY) is a Houston-based organization that has been supporting and recognizing Hispanic law enforcement officers since its establishment in 1981. Comprised of active and retired HPD officers, as well as business leaders and civilians, the HOY Board is dedicated to empowering and promoting the professionalism of Hispanic police officers within the Houston Police Department. Through annual recognition functions, community events, and scholarship funds, HOY strives to provide educational opportunities and support to the law enforcement community.
With a rich history dating back to its formation by Mrs. Mamie Garcia in 1981, HOY has been instrumental in solidifying the support of Houston Police Chiefs and fostering a sense of pride and unity among Hispanic police officers. By promoting the achievements and contributions of these dedicated men and women in blue, HOY aims to elevate their professionalism and provide them with the resources they need to succeed in their law enforcement careers.
