The Pennsylvania Department of Transportation is a customer-driven service organization that is responsible for the planning, design, construction and maintenance of the multimodal transportation system. It operates a bureau of public transportation that collects and shares information and data and integrates internal and external customer feedback into process re-engineering. The department also administers programs of financial assistance grants to help cover the costs of public transportation services and provides technical assistance and training directly and through contractors. The Pennsylvania Department of Transportation has a research division that is responsible for program and project development, management and implementation. Its bureau of aviation oversees the administration of technical assistance, licensing and funding to the public use aviation facilities. The department additionally offers engineering, flight, grants, safety, and planning and environmental services. The Pennsylvania Department of Transportation is headquartered in Harrisburg, Pa.
