The Columbia Development Authority (CDA) is a collaborative organization comprised of five members, including the Port of Morrow, Port of Umatilla, Confederated Tribes of the Umatilla Indian Reservation, and the counties of Morrow and Umatilla. With a strong commitment to industrial reuse and economic development, the CDA is responsible for the redevelopment planning of the former Umatilla Army Depot in Boardman, Oregon.
