The Office of the Commissioner of Banks is administered by the State of North Carolina. The office is responsible for the chartering and regulation of banks and trust companies. It also handles the registration and licensing of various financial institutions, including money transmitters, refund anticipation lenders, consumer finance companies, and mortgage bankers and brokers. The Office of the Commissioner of Banks offers continuing education courses. In addition, the office manages a consumer affairs division that handles investigations and consumer complaints. It supervises and examines the state-regulated financial industries. The Office of the Commissioner of Banks additionally charters savings and loan associations.
