The New York State Office of Real Property Services (ORPS) is an independent agency within the executive department and is responsible for overseeing the local administration of real property assessments. The agency also establishes a multitude of rates and ratios that allow for the equitable apportionment of local nonincome taxes and state aid between and within municipalities throughout the state. It also administers the policies of the State Board of Real Property Services, which is authorized by the Real Property Tax Law (RPTL) to delegate several functions to the office of real property services. Located in Albany, N.Y., the agency also maintains administration, human resources, and research, information and policy development divisions.
