Public Participation in Highlands Council Activities: The Highlands welcomes input from all parts of the public - individuals, businesses, municipal and county government officials and agencies, and non-profit organizations. All Council meetings and Council Committee meetings are open to the public except when personnel, legal, contractual or other confidential matters are discussed. At each Council and Committee meeting, before a vote is taken, public comments are solicited on the matter that will be voted upon. Also, at the end of Council and Committee meetings, any member of the public may speak for up to three minutes on any matter relevant to the work of the Council. In addition, the Council encourages the submission of written comments and also makes its staff available to discuss concerns about specific tracts of land in greater detail than is possible during Council meetings. Finally, the Council will schedule at least six hearings devoted entirely to hearing public comment on the draft Regional Master Plan before it is adopted.
