Lakewood Township Rental Assistance Program (LTRAP) is the largest provider of private-sector affordable housing in Ocean County, New Jersey. Sponsored by the Township of Lakewood and funded by the U.S. Department of Housing and Urban Development (HUD), LTRAP operates under the management of the Lakewood Tenants Organization (LTO), a New Jersey not-for-profit corporation. Since its establishment in 1977, LTRAP has grown to assist over 1100 low-income households, primarily comprising the elderly, handicapped, and children, by providing rent subsidies through the federal Section 8 Housing Assistance Program.
As a three-way partnership, LTRAP ensures that all subsidized housing units are privately owned and operated, offering a range of affordable housing options. With a mission to address the critical housing shortage in Lakewood, LTO was formed in 1972 to advocate for the diverse renter population. Through LTRAP, eligible families receive monthly housing assistance payments (HAPs) to secure suitable accommodations from private landlords. Committed to building a better future, LTRAP continues to play a vital role in providing affordable housing solutions for the community.
