A long time ago, our Executive VP was the network manager for a large company with an IT staff of 30+ people. Whenever anyone in the organization had a problem, they would pick up the phone and call the Helpdesk. The IT department was the 'go-to' group to fix or plan anything relating to technology. Upon leaving the organization, he and our President realized that most organizations don't have 30 people in their IT department. Many small to medium sized businesses don't even have one person fully assigned to the IT role.
