The Carroll County Public Library system first provided service to the South Carroll area in 1968 when a limited service branch opened in the Eldersburg Improvement Associated Building. Growth in the area created demand for a full-service library, which opened its doors on August, 14, 1983 in the South Carroll Multi-purpose building, sharing the space with the Maryland State Police and the Carroll County Health Department.
The Eldersburg branch of the Carroll County Public Library expanded into the Health Department space in 1998 and was renovated in 2004.
