The Department for Community Based Services works under the Kentucky Cabinet for Health and Family Services. The department provides family support, child care, child and adult protection, energy assistance to low-income households through weatherization services, and eligibility determinations for Medicaid and Food Stamps Program. It also performs functions related to the administration of energy cost assistance programs and child support collection and enforcement. In addition, the Department for Community Based Services administers state foster care and adoption systems and recruits and trains parents to care for the state's children who are waiting for permanent homes. It provides services and programs to enhance the self-sufficiency of families, improve safety and permanency for children and vulnerable adults, and engage families and community partners in collaborative decision-making processes. Founded in 1998, the Department for Community Based Services has an office in Owensboro, Ky.
