VCI was established in 1995 by Steve Rudd, owner of Ruddata Corporation. VCI initially provided 28.8k dialup internet service to most of the western Kentucky area. As dialup internet service faded VCI began offering high speed internet service over copper and fiber.

E-tel, LLC provides telephone and internet services to the Paducah area using fiber and DSL. E-tel, LLC also provides internet services such as web & email hosting and web site design. E-tel, LLC also provides a free Classifieds service to the surrounding communities. With over 29,000 users, the VCI Classifieds is the largest local provider of online Classifieds.
