The Line Construction Benefit Fund is a multi-employer welfare benefit plan set up to provide medical, surgical, hospital, dental, vision and disability benefits for outside members of the International Brotherhood of Electrical Workers. The plan is sponsored and administered by a joint labor-management board of trustees. The board is divided equally between trustees appointed by the unions and trustees appointed by contributing employers. Each district of the IBEW has a union trustee representing it, provided that at least one local union in the district has a collective bargaining agreement requiring contributions to the fund. The district vice president of the IBEW appoints union trustees. The corresponding chapter of the National Electrical Contractors Association appoints employer trustees. The plan is administered in Lombard, Ill.
