All of the city departments that help keep Elmhurst running smoothly are located inside the building at 209 North York Street. Residents will find the building department/code enforcement offices, city clerk's office, finance department, planning, zoning, economic development and public works. The city manager and the mayor also have offices here. At the city offices residents can receive applications for permits, licenses and other requests, including alarm permits, auction permits, business licenses, food vending applications, liquor licenses, solicitor permits, temporary handicapped parking permits and banner requests. The office also processes Freedom of Information Act requests. Residents may visit the finance department in person or online for information on bicycle registration, dog and cat licenses, financial reports, tax information, vehicle stickers, utility bills and parking tickets. The economic development department is there to assist entrepreneurs in opening their businesses in any of Elmhurst's business corridors or industrial parks. Public works is responsible for maintaining public streets, parking lots, buildings, street lights and traffic signals, parkway restoration and trees, distribution of water, sewage treatment, solid waste and recycling. It also maintains all city-owned equipment, including police and fire vehicles.
