Founded in 1973, the mission of the Neighborhood Commission is to increase and assure effective citizen participation in the decisions of government through the establishment of policy, providing oversight and evaluation, as well as facilitating the efficient organization and operation of the Neighborhood Board System.

Oahu's Neighborhood Board System was created in 1973 to assure and increase community participation in the decision-making process of government. The system applies the concept of participatory democracy, involving communities in the decisions that affect them. It establishes an islandwide network of elected neighborhood boards as communication channels, expanding and facilitating opportunities for community and government interaction.
