Tell me why my soffits and fascia say on the reports they are in satisfactory shape!

Look at the water just pouring out of the bottom! This is just one of the 18 heads that are broken or missing all together!

These are the "pool pumps" he refers to in his report, however..they are the hot tub pumps! Also conveniently missing from all pictures!
