The Juvenile Welfare Board is the first Children’s Services Council in Florida. The group was formed by a judge, an attorney and a group of professionals and private citizens in 1944. They wanted to create a resource for at-risk youth and families. The JWB was formed by statute in 1945 and voted on in a referendum in 1946. The JWB mission is to "support the healthy development of all children and their families in Pinellas County through advocacy, research, planning, training, communications, coordination of resources and funding." The Children’s Services Council is a countywide special taxing district to support those goals. Programs and services that are funded with this money include after school care, prenatal care, youth development and foster care review.
