EASTCONN was created in 1980 under Connecticut General Statute 10-66a. EASTCONN exists to provide high-quality, competitively priced educational and related services to 36 member Boards of Education and 33 communities they serve in northeastern Connecticut. Governed by the Board of Directors, who are members of locally elected Boards of Education. Funding comes from the fees charged for services, supplemented by competitively awarded grants and contracts. Free classes and programs will help you progress towards your goal. EASTCONN offers personalized classes and supported independent study programs to help you achieve your dreams. EASTCONN offers three different options for adults, 17 and older, who are seeking a high school credential: the GED diploma; the Adult High School Credit Diploma program; and the National External Diploma program. Learn English for Free. Both beginner and intermediate ESL instruction is offered to students, 17 and older, with some English skills. The program offers instruction in beginning reading, writing, listening and speaking.
