The Spring Valley Library is located in a residential neighborhhod next to Kempton Elementary School and La Presa Middle School. It houses a separate "Career Center" which is a free service to assist the public looking for employment. Additionally, this library offers a place for students and tutors to study together during after school hours.
The library has materials in several languages and is host to several literacy programs. Throughout the year and in partnership with the San Diego County Library, this branch offers informative classes on legal assistance, child nutrition, job counseling, and public health. A calendar of events is available on site and online.
The branch manager Christine Plante invites the community to come in and get to know the library and use it. Also, she invites the community to attend the "Annual Fiesta" in September when many community organizations, businesses, local sheriff, fire and county services are on site to meet the public, answer questions and enjoy light refreshments, entertainment and dancing.
The library is always looking for volunteers from high schoolers to seniors.
