The Harbor Community Benefit Foundation (HCBF) is a non-profit organization established as a result of an agreement between the Port of Los Angeles and the City of Los Angeles to address the environmental and public health impacts of port operations on local communities. As part of the largest industrial port in the United States, the HCBF aims to improve the quality of life for residents affected by port-serving industries by mitigating the off-port impacts such as air emissions, traffic, and noise.
Working in partnership with the Los Angeles Board of Harbor Commissioners, the foundation administers the Port Community Mitigation Trust Fund (PCMTF) to support disadvantaged communities living in close proximity to industrial activities. The HCBF is dedicated to ensuring that surrounding communities have a clean and safe environment to thrive in, and it strives to keep ports and port-serving industries accountable for their impact on the local area.
