HistoryThe High Road Program, Inc. was founded in 1976 as one of the first organizations to provide education and counseling services to individuals arrested for driving under the influence in California. High Road began expanding its services in the mid-1980's to include misdemeanor drug diversion, domestic violence and anger management counseling services, federal DOD/DOT substance abuse program (SAP) service, as well as rehabilitation services for parolees. While most of our services relate to providing substance abuse counseling and treatment to individuals referred through the California criminal justice system, High Road also provides low cost, affordable outpatient counseling and treatment to the general public.
