In business for more than 70 years, the Employment Development Department is one of the largest state departments in California. Based in Merced, Calif., the department offers an array of services, such as unemployment insurance, state disability insurance, workforce investment and labor market information programs. It also handles the audit and collection of payroll taxes and maintains employment records for more than 17 million California workers.
