Located in Sacramento, Calif., the Department of Alcoholic Beverage Control administers the provisions of the Alcoholic Beverage Control Act in a manner that fosters and protects the health, safety, welfare and economic well-being of individuals. The department supports Target Responsibility For Alcohol Connected Emergencies (TRACE), which is a protocol wherein first responders to alcohol-related emergencies immediately notify the department when an incident involves an individual below the age of 21 and a case of consuming an alcoholic beverage. In addition, the Department of Alcoholic Beverage Control supports the Minor Decoy Program, which allows local law enforcement agencies to use individuals below the age of 20 as decoys to purchase alcoholic beverages from licensed premises. The department maintains a special operations unit that works with federal, state and local law enforcement agencies throughout the state.
