The Human Services Department is governed by the City of Phoenix. The department provides a range of services to maintain independent living, prevent homelessness and keep at-risk youths in school. It operates more than 15 senior centers, over 150 Head Start classrooms and several family service facilities. The Human Services Department administers the Watkins Overflow Shelter Program, which includes services for homeless individuals and families. The department also conducts the Small Business Youth Employment Program, which includes financial incentives for small businesses to meet employment needs. Its community services division offers emergency assistance with food, clothing, transportation, rent and utility payments.
